The Skilled Work Regional (Provisional) visa (Subclass 491) lets skilled workers and their families live, work, and study in designated regional areas of Australia for up to 5 years.
Visa holders enjoy full work rights, unrestricted international travel, and the ability to enroll in vocational courses or higher education. Uniquely for a provisional visa, 491 holders and accompanying family members can enrol in Medicare across Australia from the date of visa grant.

Key Eligibility Requirements
Age Limit
- You must be under 45 years of age at the time of invitation.
- Turning 45 after receiving your invitation does not affect eligibility, provided you lodge within the 60-day window.
Nominated Occupation & Skills Assessment
- Your occupation must be listed on the applicable regional skilled occupation list.
- You must hold a positive, valid skills assessment issued within the 3 years preceding your invitation date.
- Medical practitioners with unconditional board registration and legal practitioners admitted in an Australian jurisdiction meet this requirement through their professional licensing.
English Language Proficiency
- The primary applicant must demonstrate at least Competent English at time of invitation (passport exemption or approved test like IELTS 6.0 each band, PTE 50 each band).
- Accompanying adult family members (18+) must show at least functional English or pay the second instalment charge.
Points Test Threshold (65+ Points)
- You must achieve at least 65 points at Expression of Interest stage (including the 15 points boost).
- Every point claimed must be proven when the invitation arrives: age, qualifications, experience, regional study, community language, and partner skills.
Nomination or Family Sponsorship
- Pathway A: Nominated by an Australian state or territory government agency.
- Pathway B: Sponsored by an eligible relative (18+, Australian citizen/PR/eligible NZ citizen, usually resident in a designated regional area). Eligible relatives include: parent, child, sibling, aunt/uncle, niece/nephew, grandparent, or first cousin.
Health, Character and Background Checks
Health Clearances
All applicants and certain non-accompanying family members must complete immigration medical examinations with approved panel physicians.
Police Clearances
You and all family members aged 16+ must provide police certificates for Australia (if resident 12+ months) and all overseas countries lived in for 12+ months in the last 10 years.
Integrity & Debts
Genuine documentation is compulsory. You and all family members must also have cleared any debts owed to the Commonwealth government.

Travel and Visa Conditions
- Regional Residence and Work Mandate: You and all family members must live, work, and study exclusively in designated regional areas — major metropolitan centres Sydney, Melbourne, and Brisbane are strictly excluded.
- Address and Employment Reporting: You must notify the Department within 28 days of any change to your residential address, contact details, employer, or work location.
- Unrestricted International Travel: Free travel in and out of Australia while the 5-year provisional visa remains in effect.
